Staring is regarded as challenging and intimidating to a cat and will look away and try to avoid eye contact if being starred at.
If you tell your cat off by using a harsh voice the cat will appear to give you the 'cold shoulder' by sitting with its back to you and not turning when called. This behaviour is to avoid what seems to the cat as confrontation so to diffuse the situation will appear to ignore you.
This behaviour is also used with other challenging cats the challenger will stare and the defender will look everywhere except at the other cat.
